Is it possible to create a user interface (GUI) using Selenium Webdeiver with Eclipse?

I'm currently learning Java using Eclipse with Selenium (& Chrome webdriver) to test internal systems. Our internal systems are browser based apps and are spread over multiple environments.

My question is, can I create a GUI which popups at the time the script is executed where I can manually select which environment to run the script over? The environments will be specified in the script, but I'd like to eventually pack them up into Jars so other testers can use them. But rather than them having to go into the code to select where to run the scripts, a GUI would pop up and allow them to select the environment?

Apologies for lack of code, I thought the query was general enough not to need it, and as I say, I'm only just learning Java, along with Selenium and Eclipse.
