Admin panel for maintaining images and videos and access it through API call in my website

I'm planning to develop a website. The website will be hand-coded without using any frameworks. We have a page called image gallery, where we will show list of images. Now admin want to have the images upload/deletion to be done on his own.

So is there any web application or wordpress kind of site which provides feature of user friendly upload of images and retrieve those images from my website using API calls.
