Which language for a web server [on hold]

I have a pretty good knowledge of Java, Scala, PHP (and Silex framework) and JS (with a little of node.js). When I do web development I only code my servers in PHP, but I was wondering in which case the languages above are more useful than PHP.
For example if I want to do a web API, what should I use?

Some clarifications would be appreciated !
