Please help!!! build web extension

I need to build a web extension. I know how to program in java and java script but I do not know what steps to do, and what environments to work with and etc. My extension should take text from a particular webpage and censor the curses that appear on the page I would be happy if you could guide me in steps what should i start to build in which language and in what work environment Thank you very much
