I need a new rainrate API

I have a website I maintain that get the rainrate data based on latitude/longitude for most locations on earth. The person running the site no longer supports this function. http://ift.tt/2p1hv8w

Can someone suggest where I can access the data via a new API? I have been looking at Google, Yahoo, and Bing but I only see weather, not the rainrates for the location using coordinates. I also don't mind downloading the data and looking it up. I found a couple places to download the data but it is very localized.
