Can you use someone's national insurance number to verify their identity UK

as stated above I was wondering if it is possible to use someone's UK national insurance number to verify their identity? Connect to a database or something?

Im not expecting it to be possible without the governments cooperation (or some body of authority).

But I basically need a way to verify someones identity and unique-ness (to make sure that someone can only perform the action once, like voting).

Is there any way to do this? Im looking at mobile development and web development, so variety of languages are applicable.
