What tools and technologies are most appropriate for building a web application that receives and XML file and processes it?

I need to build a web application that allows the user to upload an XML file and then proceeds to process it and display its contents in a certain way.

My main questions are:

• Would this be achievable without using a server to process the file?
• What are the most appropriate languages/tools/frameworks etc. to achieve this in the simplest way possible?
