One-to-many real-time audio with low latency

I'm working on a web application where I would like to be able to record audio and broadcast it to multiple users with low latency (under 1 second, preferably even lower). What kind of software would be necessary to do this? Or is there an already existing service that would enable me to do this?

I've tried various online radio/live podcasting services but the latency is way too high. I've also looked into using web sockets, which seems promising, and also had a glance at VoIP, but I'm vary new to any kind of programming and software development so any pointers on how to proceed would be much appreciated!
