html/js/css design: customized navigation map of a garden

I'm designing a webpage for a garden. The client provides thousands of documented photos and want people to navigate the garden from the website through photos.

Since there are too many photos, and hard for people to remember where they are through a single "navigation wheel" (provide 'forward', 'backward', 'turn left', 'turn right').

I'm thinking about designing a pop up map which can be clicked and show where the photo is showing on the screen taken in the garden.

But I have no clue what type of code or pre-made component I can use for the website.

I've searched for a while but got no more than google map or sitemap of the website -- neither is what I want.

Does anyone can help provide some example or thoughts?
