When HTML element is scrolled to, hide it after a short delay using JS

I am adding a "swipe hint" to a website when using mobile devices, to suggest to the user that the element slides on swipe.

I would like to add an image with a "touch screen swipe" icon which will disappear, after a short delay (i.e. 3 seconds), when the element comes into view.

It would be even better if the element could actually fade out.
