Using Form actions to activate windows applications

I am looking at a web page produced by a company called Trade Ideas. They have a Windows-based product called Trade Ideas. In their web page (it's a Welcome page launched from a menu in their Windows product), I see an action that will call up one of their windows. The action is:

When I try to use this form action in my own web page, it does not work (it doesn't call up the window). Is this because the original web page was launched and known about by Trade Ideas? Is there any way I can make this work?
