Some web sites can't open on my macbook which is connected with Broadband

I am using Broadband internet. When I try to open some web sites, they can't open. (I can say especially https web site) I am getting error such as in below:

This site can’t be reached

www.diawi.com took too long to respond.
ERR_TIMED_OUT

However, I can open these web sites when I connect the internet via personal hotspots of my phone.

I have one more macbook. I can open these web pages using same broadband as well.
