migrate database and web application to azure

Ηello, one of our clients has a Web application(ASP.NET-WEB API with local db for user handling) online - hosted somewhere that connects with also a database (sql server) hosted elsewhere.We have created an Azure account - got the free subscription.What are basic steps and best way to migrate both of them to AZURE? a) web app & local db b) database.

What exactly do i need to buy from AZURE marketplace ?
1) web app? web app + SQL ? 2)storage account + SQL database
