What Suggested web framework to work with in creating a simple Attendance system?

I'm intending to make to make simple Attendance System web app/website, where it has the following features:

1. Check in/Check out.
2. Calculate monthly Salary based on Attendance (for each employee).
3. Auto generating daily & monthly records.
4. Configuration file (e.g. where can the admin change value of 1 hour of work, start-working time,...etc)

Q:Which Web framework to you use to create such system and run it in local network XAMPP or WAMP?
