Should I really learn HTML and other web design languages [on hold]

I was just wondering if in this day in age with all of the different web design drag and drop tools if it is still useful to write my own websites from scratch. Do people still do it? Does it allow more functionality? Should I learn it?

I guess ultimately I am wondering if drag and drop tools make hand programming web design obsolete.

Also I was wondering some websites like google.com, or quizlet.com have source code that looks nothing like anything... really really long lines of code. Does this mean they used some sort of compiler, or other tool or was it written by hand?
