Content Locker Page For Lunch Popups in PHP

I have a imagehost and I want a window/content locker and when an user click on ENTER start a pop-up and windows/content locked is unlocked. Example: IF YOU ARE OVER 18 CLICK ENTER or LEAVE I think it's very simple. Somebody can help me? :)
