Building a music request website for an internal network [on hold]

In my former place of work we had an internal website (meaning the website's IP address was only accessible within our LAN)where we requested songs and it played on the office music speakers. Now I work in a different place and would like to build something like that but I have no idea how to even go about it. Any direction or pointers from anyone? Thanks
