Web Based Twitch Chat Bot

so i was wondering how if possible would i create a Web Based Twitch Chat Bot like with php or JavaScript, i know you can do it with mIrc but i want to do it through a website, Is there any framework for it, apis because i cant find any.

If there is no possible way via JavaScript or PHP is it possible to use mIRC on a website without the need for any VPS or somthing.

Also i wont need the bot to run 24/7 just monitor if somone types somthing it will reply to them or make a button on the website than when clicked will send a message to the twitch chat.
