What is the most efficient method to build a PHP web site?

I have only a basic understanding of php language syntax and have an average experience with Joomla and Drupal. I need to build a simple web application with the following requirements: 1. Take form data as input and save in an RDB. 2. Basic authentication with a simple login + basic role based authorization that allows users to CRUD user profiles, domain data etc. 3. Generate Reports 4. SMS/email based alert system

From the experienced PHP developers' perspective what's the most efficient way to build the application? (php frameworks vs. CMSes) if so what are they?
