What's the best programming language to run a *.html app locally?

I was asked to make a *.html application that runs in a browser and can be passed from computer to computer without any extras. I've never done an application like this so i don't how what's the best programming language to do something like this.

I was thinking in programming in AngularJS but there are any better choices out there?
