what are the available web-based gis framework to display video on terrain

My purpose is to display video on a globe surface on it's geographic position context. i'm looking for an opensource solution for displaying video on map terrain in web GIS application.

i found a java-client application based on Worldwind GIS engine for video on terrain at http://ift.tt/SDcFWd.

but did not found any web-based example.
