Connecting to csv data files in asp.net web app

I am brand new to web development and connecting to databases in asp.net. For a little project i am working on, I need to get the data from a series of csv files that i was given, into a web app that we have. Is it possible to set up the Web.config file to accept the csv files as the database? I've tried setting the data source as the file path, but that hasn't been working. Just curious if this is possible or if i have to do something else with the data to inport into the app. Thank you!
