Tomcat server cannot be accessed by external ip address

The tomcat web server runs on my Ubuntu 14.04 which is a virtual machine on my desktop by virtualbox and which network is bridge. From my desktop, I can access the web server with the external IP address, but within Ubuntu cannot access by the external IP address and the browser showed 403 forbidden.

Does anyone give me some hints?
