Best way to save images on my web

im developing an aplication where the users register and upload their photos, but i want to know whats the best way to manage the image uploads, i think in 2 options:

1. Save all images in a single folder for example uploads/


2. Save images creating a folder for each user for example uploads/user1/

The thing is that the user have only chance to upload 4 images

What the best way to save this images for performance and control, if theres gonna be lots of users
