Why does IPv4 and RGB have the same range of values?

RGB color system has integer values from 0 to 255.

IPv4 addresses are represented by a dotted-decimal notation range of 0 to 255.

Why do these two aspects of the web share the same range of values? Is this by design or a coincidence?
