How to create the initial user base for a new social platform?

This might not qualify as a technical question, but I'll give it a go:

When creating a new website that will manage user generated content such as facbook, stackoverflow, etc.

How does one go about with creating the initial user base? Do you fake it with dummy data and then delete it once a decent amount of users have signed up?
