Free website for small business, what to do now?

I decided to help a small business with a free website. It's my first real project and I don't know where to start. I know html, CSS, Javascript but I'm not sure what type of method I should use. Build from ground up, use WordPress, use grid?

The website they want is just basic information, contact and maybe pictures. But they told me that they wanted a more "interactive digital platform" in the future.
