What's the difference between $viewChangeListeners and $watch

Can I know the difference between $viewChangeListeners and $watch.
I mean, $watch can totally take place in the functionality of $viewChangeListeners, and can do much better (more argument options, do not require ngModel Controller, etc.), so what's the point to use $viewChangeListeners?
