Refresh query button php

I have a textbox with the name of a material, I'd would like to create two buttons (up and down), and in each click, this would change the material researched which is inside a database that I have right here.

So in each click I'd "refresh" my search and see which material will appear afterwards.

I know some people does this in Access, but how may I do that in web? JavaScript? Php?
