Using local wamp server with DNS Crypt active

So I'm beginning my first web development since ten years ago using PHP 3 or 4. Before this, I was, and still am though not primarily, a game developer. I just got an offer that seems worthwhile so I switched to web dev. Thus consider me a newbie who starts over from scratch.

I'm trying to get the environment and libraries up and running. I've installed WAMP, since I'm on Windows, for the local server. And unfortunately I needed to use a DNS Crypt to browse the net because my country blocked some websites that are not work related, mostly, but somewhat needed and kind of annoying since some of them are my sources of information. Like vimeo, imgur, reddit, etc. And I think DNS Crypt compromises the WAMP server because it too uses localhost. So how can I fix this issue? Thanks in advance.
