How to force sending csp reports with cookies?

I have stable csp reports functionality. Now I want to identify user from which we got report. I tried to get it from HttpContext -> failed. Also by cookies -> failed because of (almost) empty sended cookies. How can I identify sender or force csp reports to be sent with needed cookies?
