Framework agnostic application code

I was reading this article where author consistently claims that modular application is great advantage over conventional application which is tied too tightly to the underlying library or framework used.

Having said that suppose I am using AngularJS now the issue is I can't get away with the AngularJS code scattered everywhere in my code. Is it possible to write application code which is least coupled to the framework/library used.

To make the question less generic, I need some example where the application code is written with minimum coupling with AngularJS.
