I am Sean Ken. I need help to plan my next 5 years in learning programming and webdesigning [on hold]

I am Sean Ken. I am a Civil Engineering graduate, but my passion for technology has gradually increased in recent years to an irresistible level. In the near future, I am planning to learn making apps and web designing.

There are lots of information on the internet but actually I am drowned in the sea of all this information. If any bro can provide me a step by step process which I can follow to complete my goals in next 5 years. My Goals are: 1.Design, develop and publish mobile apps.(Android and iOS) 2.Design, build and publish Websites. (e.g blogs and niche sites) 3. Program simple automation tools for my personal tasks.(windows)

Which Languages and processes I need to learn and by which sequence? Which Forums Should I Join? Which Websites will be helpful? and other things I need to do Step by Step.

I would really appreciate a comprehensive answer because that is how I am going to Plan My next 5 years.
