How to open chrome application permission settings from a webapp

This is not an Android application. It is just a webapp using Django. I need a way to open the camera permission for the current browser from the webapp itself programatically.

I am aware of PermissionAPI but that is just for the website permissions. what i need is the permissions for the entire application.

Please help.
