How do I exclude my desktop html code on the mobile version using javascript?

I have two versions of my website. One for desktop and one for the mobile version. My goal is to optimize the website to be as fast as possible. How do I exclude the HTML, CSS, and JavaScript for each of the different versions?

Clarification: Mobile version just reads and loads the mobile version. No desktop code.
