MVC Access pdf file only for authorized users

I created MVC web application Ienter image description here want to restrict the access to my pdf location then I tried below code in Web config file I used this code

This work after adding <modules runAllManagedModulesForAllRequests="true"></modules> But this will give some issues in my code Can I do that without using that
