How to create a PC manager for flutter app

I want to create an android app where we have a PC Manager functionality using which we can do CRUD operations on db.

App should have provision to start local server within phone. and we should be able to access server using 192.168.X.XXX:XXXX in our browser in PC. and there you can do CRUD operations just like you would do in android app.

Please guide me what flutter packages I can use or what approach I should have.
