Can I use admob with flutter web

My question is can I use admob in flutter web because i am building an android application In flutter and I heard that admob is for apps and adsense is for webs and another question is what are the options of more reliable ad networks for web and app which are safe. Because I heard also that admob affects your developer account in case of suspension if admob suspends you. You are also gone from developer account please I am noob in this area
