Tools to make PISA interactive test questions [closed]

There is a lot of interactive questions On PISA (http://www.oecd.org/pisa/test/), such as Cow's Milk.

I am curious about how to make such media given all the question-material.

Of course it could be created just by coding. But it would require a lot of work.

As it looks more like flash media (but flash is dead), I guess it is created by some tool like adobe flash. One can drag and drop all kinds of media, and create interactive animations (with just a little coding work), and export it as a question which runs in a web browser.

I am looking for such a tool.
