New Website Project - What language/stack/framework would you recommend?

I am about to start working on a website for an idea I had a few years ago; however, given the large amount of frameworks out there and the fact that I am always open to learn something new, I am wondering what the stackoverflow community would recommend.

A few bullet points that I would like you to consider when making your recommendation:

• Both the frontend and the backend have to be built from scratch.
• I'm not particularly interested in using styling frameworks (eg. bootstrap) as I want to have full control over the design and layout.
• I would prefer something lightweight and without too many 3rd party libraries/dependencies
• Core functionality of the site will be search, display and submission of data (which high level will be comprised of around 5 text fields (max 255 characters) and 2-4 numeric fields)

I hope this is enough information for some recommendations. I am trying to keep my mind open to new technology. :)
