Is my ideal website possible and if so, what do I need to learn? [closed]

I have little to no experience in web development, but I have been trying to work on a website project that has many different tasks. For one, it includes a forum page for different cities, states, and even the country and asks them a question. Then, I will need NLP and machine learning to analyze all the answers to see A. what answers are similar or discussing the same topic, B. if the answers are positive or negative, and C. what are the most upvoted answers. And I need this to be displayed to the public in a percentage. Is this possible and if so, what exactly do I need to learn to make this happen?
