Learning Management System

This is my first time posting here. I've been tasked with making an LMS for my college project. I've made up the log in system. But i'm stuck and stressed out because i cant figure out the necessary languages to build up the next few functions. The functions consist of a

Grading system for the lecturer to upload and the student to view grades Notice system for the lecturer to upload and student to view notices and finally a system that lets the lecturer upload coursework and the student can download them.

I'm fairly new to web development as this is my first module related to it so if anyone can guide me on languages i can use to make this a possibility that would be a huge help to me because i think i'm looking at the wrong languages for answers.

I've tried using PHP but it just seems so complicated and i literaly don't know what else to try
