What is best tool, technology etc etc to create that 3D?

I'm just learning, I need to do something similar to this (https://memorial3d.ru or https://www.youtube.com/channel/UC6B2cP0ylFw-MyFBmI2q3Uw) but, unlike this implementation, it should work as a web site. how to do it better?
