Ubuntu 18.04: This site can’t be reached for Computer's Personal IP Address

I have a Ubuntu 18.04 operating system in Linux. I'm trying to access my computer's own IP address to play around with Node.js and Express.js.

I was able to extract our my IP address: 192.168.0.3 using the terminal but when I paste that into my browser I get the following:

Am I missing configuration of some sort?
