the difference between the access limit and the allowed traffic

I need an advise

I'm coding about the access limit in a webpage. My assigned work as follow: send notification to user when amount of allow acess in web is exceed the limit.

Here, I understand the access limit by 2 meanings. First, the number of access in a range time, this amount can only increase (eg. 100 access per day...). Second, the amount of access web still work well and this amount may increase may decrese. That is my think.

I should understand how or otherwise?
