Make an api request every 1 hour and save it in any DB

I am new here and I want to develop something but i do not know the best way to implement it. So I will give you an example and you can suggest me ways to implement it.

So lets say i want to make a website that will show news from newsapi. Because there is a limit with the requests I want to develop something that will run on a server for example and do the following thing, make request to the newsapi every 1 hour and save it in a database so that each user that will be accessing my website will do a request to my db so that I will not have any problem with the limit of the requests.

My general question is what are you suggesting to use in order to implement this. I do not need code just what languages or technologies and how to implement it in general.
