How would I go about creating a bot and putting it on a website? What languages could this be done with?

I'm somewhat new to programming. I know the basics of a few languages scala, c++, java, etc. The bad part is that I don't know any good way to practice. The only thing I could come up with is a bot that makes a pcpartpicker list that searches the website based off of any budget (with filters like companies). The title applies to that bot.

Side question: Would this bot involve machine learning?
