Frameworks for PWA

I'm currently working on building my first PWA. I know some Java, C and C#, but im quite new to web dev.

Over the past couple months I worked my way through some html, css and js courses and I think I can work with the basics.

I'm planning on building a PWA, that includes some local data which is synced to a database on a server and a user account management. The PWA should be able to send push notifications.

Do you have any tips for me which technologies/frameworks to use for backend and frontend?

Maybe NodeJS as backend? Which technologies should I even consider?
