CORS Policy preventing Siebel on 1 machine

Company recently moved to https for an internal CRM application. In Dev region, the application is blocked after login (blank screen), only in Chrome, only on my VM, only on Web Server 2 . Firefox works fine.

The Browser dev tools show the following error. Access to XMLHttpRequest at 'https://d01devsiebelw02.company.com/fins_enu/start.swe?SWECmd...=3&SWEFrame=top._swe&SRN=' from origin 'https://d01devsiebelw02.company.com' has been blocked by CORS policy: No 'Access-Control-Allow-Origin' header is present on the requested resource.

There is a matching web server (IIS) that is load balanced for the application servers (Linux) which are also load balanced.

HTTP response headers have not been set/established.

I have cleared cache, closed browser, restarted VM. Cleared SSL, closed browser, restarted VM.

The CRM should display a set of tabs after login.
