what are all the best technologies ( frameworks, backend tools) to create your own recruitment software system similar to BambooHR [on hold]

A company is looking to build its own registering module, Resume filtering which is already integrated in a Recruitment software or simply called applicant tracking system. I just want to know the back-end database management tools to be used to integrate with the front-end API.

The actual result should be similar to the BambooHR software framework.
